Overview
Ùp Sāvvíhsà Se was founded durring the late 13th century in fall of the year 1194, by Amdirbarad Tudor. The establishment of Ùp Sāvvíhsà Se was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Ùp Sāvvíhsà Se's construction back out of the project. Amdirbarad Tudor pushed on reguardles, and Ùp Sāvvíhsà Se was finished, but starts off as a terible place to live.
Ùp Sāvvíhsà Se was built using the conventions of Tauric durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Ùp Sāvvíhsà Se is no diffrent. The town's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.
Ùp Sāvvíhsà Se is buildings are arranged arround a network of restrictive gravel streets which form a grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the town's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Ùp Sāvvíhsà Se's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. The town's top tier civilian fortifications are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.
A look around Ùp Sāvvíhsà Se is like a look into a broken heart which long ago fell to corruption. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need… unless of course, they would be an easy target for some robbery. The town has truly fallen to evil.

Cultural Notes
There’s a relatively new religion in Ùp Sāvvíhsà Se which is rapidly gaining power. It might be a sectarian offshoot of a major faith, the unique product of a new prophet, or an outside faith backed by wealthy and powerful foreign supporters. Depending on the demands made on believers, the new faith may be a matter of concern only to the existing clergy, or it might be a major flashpoint for conflict in the community.
Ùp Sāvvíhsà Se's garrison was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.
In Ùp Sāvvíhsà Se vermin leave small tokens in payment for food taken.

Ùp Sāvvíhsà Se's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves square dance to channel Enchantment energies of tier 1 via divine sermons.
